In areas where Amazon offers e-bike blocks, yes. Amazon asks for a battery-assisted bike meeting the electrically assisted pedal cycle standards, and an insulated bag or cargo box of at least 55cm by 26cm by 36cm. No driving licence is needed.
Insurance is public liability and personal accident rather than motor cover. Amazon says e-bike blocks may pay different rates from car blocks.
For tax, an e-bike is a bicycle: 20p for every business mile, with no 10,000-mile threshold. The rate covers the bike's running costs, so you cannot also claim its servicing or charging.
