Can I claim my delivery insurance as an expense?

Not your vehicle insurance, if you are claiming mileage. The mileage allowance is a whole-vehicle figure and insurance is already inside it, along with fuel, road tax, servicing and depreciation.

Business insurance that is not vehicle insurance is different and is claimable on top. Public liability cover, or goods in transit cover bought separately from the motor policy, are ordinary business expenses.

If you use actual costs rather than mileage for your vehicle, then the business proportion of the motor insurance is claimable, along with everything else. That is the whole trade-off between the two methods.
